Fastest SOHC VTEC (D16Y8 e.g. ex)

I'm lookin at getting a 99 Civic EX 5-speed. What is the fastest all-motor D16Y8 (SOHC VTEC)? No turbo, nitrous, or supercharter? Anything else goes...
