when you use a camera and you set it so the shutter stays open from anywhere 1/2 sec - 1/15 sec it allows more light to make contact with the film thus movement seems to blur as it is exposed through more points in time
figure something happening we'll say 1-2-3-4-5
1/60 shutter speed captures 3
while lets says 1/2 shutter captures 2-3-4 onto on picture

did I make that clear enough lol

basically
when you lengthen the amount of time the shutter is open, it allows more light in but anything in movement with appear so on the film
to able to catch good night shots (and depending on the ambient light) you would most likely set the shutter speed to anywhere from 1/2 - 1/15 for best results
vice versa if you have a low shutter speed in mid day the picture may come out too bright so you may want to set the shutter speed up from 1/60 - 1/1000

of course you set the aperature aswell which basically controls how wide open the lense (allows different amounts of light in aswell)

but this is ona manual camera, automatic ones will do all that for you btu you can be a lot more creative with a camera that allows you set the aperature and shutter speed:yes:
