I have a 95 civic 1.6l vtec and sumone told me that if i changed my vtec cam into like a skunk torque cam and thats its able to have a very fast low end and have a 97 or so 1.7 head put on it to increase the compression. Can anyone answer that?

Yes, putting a skunk2 cam in will increase power.
1.7L came out in '01 and theyre not good motors...the heads are not interchangeable either. Your z6 head is fine.
The 96-00 vtec head is a y8 and is just as comparable as the z6 head. It has smaller combustion chambers so compression is higher, yes, but the ports on the z6 are a little better.

If you want more compression you can either mill the head, get a thin-ass headgasket, change the pistons.

(turbo and lower compression is better :) )

keep the Z6 head and get the skunk2 cam.

Z6 head flows so much better than a y8. Definately stay with the Z6 head and go with the skunk2 or crower camshafts.

yeah definitly the skunk2 or crower for the cam and unless you want to loose the flow for that compression stay w/ the Z6.....Let us know how it comes out...
