91 accord lx cold surgeing

my 91 that i just bought is now surgeing when i first start it up
when it is cold.It does it for about 2 min until it warms up.It has a new tune up and all the fluids are good.pleeeeeeeeeease help.

beamers suck:toofunny: any ways i think i found out my problem
there is a valve on the right front of the intake w/2 cooling hoses
attached,i cleaned,and readjusted and it hasnt come back..
