Its so simple, I'm still trying to find somebody that has already done it. So far i've come up with nothing.
I was thinking one day, if the RIAA has such a problem with mp3 files running around, why not make all the mp3 files disappear?
Here is what you do. Open an mp3 file in a Hex editor (I use Hex Workshop 4). Select everything. Paste that into a text file. Send it to whoever (or post it on a web site). The receiver just has to open another hex editor, copy and paste from the text file, name it whatever.mp3, and play it.
A hex editor is required, windows notepad does not like to interpret non textual files. It did it anyway, but the resulting mp3 had pops and skips to it. oh well.
Anyway thats my idea. The trick I've found is trying to find any web hosting services that will allow large files. I think this is one for p2p and irc.
I'm still messing around with this, but let me know what you think and/or discover.
