So call me an ignorant domestic guy, but what exactly makes these cars so special? Once had a friend tell me they were basically stock engine-wise with VTEC timers. Are they even available in the US (without shipping it over from Japan, that is)? So tell me what's up with these cars?

No, theyre built motors...and yes, vtec timers along with reprogrammed ecu.
They're race cars, so the suspension is changed, along w/ added cf parts for weight reduction (hoods have no skeleton so theyre not good for street use)

The car isnt whats that special, its the motor that people want. Theyre not really street-smart because they run so rich and dont provide the best bang for the buck as theyre built almost only for n1. Plus they require more work than your standard motor (duh...its a race motor)

Yea, the motor in the spoon cars are most defenately not stock. They are built to shit, for racing and what not. Wouldn't exactly spend money on buying on though. they are expensive as is and have to be shipped form japan. And like pdiggs said, they run rich and aren;t ideal for street use.
