It wouldn't be too big of a price jump, around here dsl is about equal to cable in price (except dsl is half price for the first year to lure you in...)
Just find out how many people on your block are using cable. For us it used to be blazing fast, now everyone has it and it is BOGGED down. oh well.
I have half a mind to set up my own wifi station and throw a bigass antenna on my house. free service to all! (and watch my bandwidth drop...)

Popups have absolutely nothing to do with your ISP. (unless they make you use a special software or something)

He might also have spy/adware. Pop-ups suck but I've noticed fewer after getting Ad-aware (free...woohoo!). This site seems to have insanely annoying amounts at certain times and then stops altogether for awhile...it's odd.

Download Adaware and run it. That can stop some of them. Basically there are some websites that download programs to your computer. Not viruses, but they are just as bad IMO. This will get rid of them.
Aside from that, different sites have popups and they'll hammer you sometimes.

I would suggest SpyBot more over Ad-Aware, SpyBot is free software with a lot more functionality over ad-aware, and I have heard great results from it. I read a very good article on it in maximum Pc, and my friends have been using now for about a month. very high praise.

Ok...so on a whim I downloaded Spyhunter. It actually works well but if you want to actually remove anything you have to pay $30. The trial version only detects the stuff...you have to pay to get rid of it. That f@ckin blows.

forget spyhunter, try spybot.
