....new Brazilian security measures that require U.S. citizens to be fingerprinted and photographed upon entering the South American country.....

it seems that brazilians are requiring only americans to be fingerprinted and photographed while entering the country, while us requires that for everyforeigner that enters the country. now that is dicrimination.
