can i put a 98-2000 front and rear bumper on my 97 civic?????

99-00? yes
you need fenders, hood, bumper, headlights and you can either trim the current radiator support to fit or you can swap in a 99-00 one
Rear goes right on...but its not that different from the 96-98 one...just a slightly more profound lip (no, the 99-00 additional rear lip will not fit on a 96-98 before anyone asks, they are different enough not to share that ability)
