I think those are when an emergency vehicle is aproaching or something to do with cops i dunno or something with blind people cause at some signal lights we have the speakers too that tells u when to cross.

ya i saw one working the other day......an ambulance was blasting thru an intersection and the blue light was flashing and all the traffic lights went red

Are you referring to a strobe type light?
They are used when emergency vehicles cross intersections and when trains approach an area of track which crosses over a street.
Rumor has it, they also take pictures of rice boxes and post the pictures on the web for all to poke fun.
